Yes, I  have also noticed those three notches.  The tentative  conclusion I can come to is that they increase the surface area of the spike.  Why?  I get the feeling that these spikes gather energy from the earth's magnetic field.  With more surface area, they can gather more energy.
They can add more or less spikes as the need for energy goes up or down according to the mission.  As I quote from the book, these Drones are "giant flying laboratories".  The central ring is 125 feet across, it's thirty five feet thick and the hole in the center is 25 feet.

We need to make a correction on this, now it appears that most of the length of both small and large extensions are notched.  Probably to maximize surface area as suggested.

Good observation!  Amazing that there is still more detail coming out in these photos after all this time!
